National Consultant to support the development of caregiver training module for caregivers of residential care facilities in Myanmar

Background

The United Nations Guidelines on Alternative Care for Children clearly state that children who cannot live with their biological families should be supported to live in safe family based alternative care settings rather than institutional/residential care.

Residential care refers to a care arrangement provided in any non-family-based group setting and should only be used as a last resort and a temporary option. Evidence shows that early and prolonged institutionalization significantly damages the health and physical and cognitive development of boys and girls. Emotional and cognitive damages caused by long-term institutional care can become irreversible. In addition, evidence in the region demonstrates that children who are placed in residential care facilities are at a heightened risk of violence, including sexual violence, abuse, neglect and exploitation. Children who are not under family care are extremely vulnerable and require additional care and protection. In Myanmar, residential care remains a dominant solution for children being separated from the biological parents. According to Department of Social Welfare, as of April 2018, 21,551 children were living in 244 registered residential care facilities, up from 12,000 in 2006. Many types of residential care facilities, including orphanages, monastic schools, faith-based-run- facilities and private run institutions, are not registered, acknowledged and regulated by the Department of Social Welfare. Serious concerns were raised about the quality of care and protection received by the children living in these residential care facilities.

The United Nations Committee on the Rights of the Child, in its concluding observations on Myanmar (2012), expressed its concern about “the increase in the number of children in residential care facilities; the lack of regulation of private and religious organizations that run residential institutions for children; and reports of physical abuse of children in residential institutions”. As a follow up, the Government of Myanmar has taken necessary steps to address issues related to children living in insitutions. In September 2017, the Minimum Standards of Care and Protection for Children in Residential Facilities along with the National Guidelines for Registration of Voluntary Organizations were officially adopted and launched by the Ministry of Social Welfare Relief and Resettlement.

According to that, one of the standards is to have qualified caregivers who have skills and knowledge on child care and protection to ensure children received quality care for their development. There is also an urgent need to enhance the care givers’ general understanding of child care and protection as well as professional skills in order to ensure the implementation of the Minimum Standards in all residential care facilities in Myanmar.

In such context, in support of Department of Social Welfare, UNICEF launches a recruitment for a national individual consultant to develop a training curriculum for caregivers from residential care facilities including institutions/orphanages, boarding schools, monastic institutions, training schools, etc. and to provide a Training of Trainers for core trainers of Department of Social Welfare . The training package aims to provide technical knowledge and practical skills for caregivers to provide better care and protection for children under their supervision and to familiarize them with the Minimum Standards of Care and Protection for Children in Residential Care Facilities for easier implementation.

The following deliverables are expected from the consultancy:

  • A training package including training curriculum/ modules for caregivers, facilitators guide developed and piloted;
  • Two batches of Training of Trainers conducted for DSW core trainers (from upper and lower Myanmar) and ready to roll out for caregivers from residential facilities across Myanmar + Final Report write-up;

Coaching and mentoring of 5 trainings conducted by DSW core trainers + Final Report write-upThe training package aims to strengthen both practical skills and technical knowledge of caregivers to provide quality care for children under their supervision, thus, among others, it should specifically include the following components:

  • Knowledge of the international and national framework on child rights, child protection, alternative care, and particularly, the Minimum Standards of Care and Protection for all child care facilities in Myanmar;
  • Understanding of child care and development at different stages of their life;
  • Practical skills and guidance on how to provide comprehensive child care, in particular the usage of positive discipline;
  • Understanding of child protection, particularly in knowing how to identify, report and respond to child abuse cases in residential care facilities.

Objectives of the Consultancy

The consultancy aims to build capacity of the core trainers from the Department of Social Welfare and to strengthen skills and knowledge of caregivers from the residential facilities on child care, protection and implementation of the Minimum Standards.

Assignment Tasks and Expected Deliverables

Task 1

The consultant will review existing training materials

Deliverable 1

Desk review and analysis of all the existing training modules and relevant documents (will be shared by UNICEF)

Task 2

The consultant will develop the content of the training curriculum for caregivers

Deliverable 2

A comprehensive draft training curriculum for caregivers developed

Task 3

The consultant will finalise the training package in consultation with UNICEF and DSW

Deliverable 3

Caregivers training package finalised

Task 4

The consultant prepare for 2 batches of ToT for DSW core trainers

Deliverable 4

Two batches of ToT for DSW core trainers completed

Task 5

The consultant provide coaching and mentoring for trainings conducted by the core trainers in selected areas

Deliverable 5

DSW core trainers received coaching and mentoring while conducting caregivers trainings in 5 selected locations

Qualification and specialized knowledge/experience required for the assignment:

  • University degree in gender studies, social work, human rights or any related areas;
  • At least 10 years of experience of working in child protection, child rights and having knowledge on situation of children in institutions;
  • Experience of previous collaboration with government counterparts, particularly Department of Social Welfare, INGOs, NGOs and conducting trainings on CRC, child protection;
  • Understanding of existing guidelines and principles on alternative care and impact of institutionalization of children
  • Good understanding of the rights of the child and child protection issues in Myanmar;
  • Familiarity with current practices in Myanmar’s social welfare system;
  • Good English and Myanmar language (writing and oral) skills;
  • Ability to work in team and on sensitive issues.
